PROJECT FACTS
  • The purpose of the effort included highlighting the importance of freight mobility in Miami-Dade County, updating the plan from 2014 to 2018, preparing a standalone application for a Countywide self-designated Freight Logistics Zone (FLZ) and to coordinate with freight stakeholders to prepare a list of freight transportation project needs for the 2045 Long Range Transportation Plan (LRTP). The update was guided through close coordination with a Study Advisory Team (SAT) including CSX Transportation, FDOT District 6, FEC Railroad, Florida’s Turnpike Enterprise (FTE),  Miami-Dade County Aviation Department (MDAD), Miami-Dade County Department of Transportation and Public Works (MDDTPW) and PORTMiami. This project also included outreach to all Miami-Dade County Cities and presentations to, and input from, the TPO Freight Transportation Advisory Committee (FTAC).

  • THEA procured MARLIN Engineering, Inc. (MARLIN) to develop a micro mobility counts program strategic plan and collect micro mobility traffic volume counts on 3 different facilities (the Selman Greenway, Meridian Avenue, and Brandon Parkway) with several goals including: understanding micro mobility travel behaviors, increasing safety/knowledge of travel user safety concerns, and developing/establishing a micro mobility counting program that supports operations, engineering, and facility maintenance activities upon these facilities. Micromobility, for the purposes of this report, refers to both bicycle and pedestrian traffic. THEA requested prioritizing safety when considering sites where data would be collected by reviewing crosswalks, high traffic volume locations and high-speed motorized facilities. Understanding THEAs purview is to get people, goods, and vehicles through the facilities they maintain as safely, efficiently, and conveniently as possible, the MARLIN team implemented a robust, thoughtful, and strategic data collection site selection process.

  • MARLIN provided traffic engineering and transportation planning services for the City of Miami. The traffic engineering services included performing preliminary field visits to evaluate the existing conditions, 24-hour volume and speed studies, data analysis, and crash analysis. Several public meetings were also conducted to identify any public concerns related to traffic mobility along local residential streets. Finalizing the traffic calming plan included creating traffic calming criteria, and developing prioritization and scoring models. Feasible alternatives and appropriate solutions for implementation were recommended for the warranted intersections or roadway segments.
  • As part of the Citywide Traffic Calming Master Plan, traffic calming studies were performed at areas such as the Shenandoah, Silver Bluff, the North Grove, the Roads Neighborhood, and the Flagami Area. Several traffic calming measures were recommended to reduce adverse traffic impacts such as speeding and excessive volumes within the areas and improve safety and amenity. These traffic calming measures included both the Passive Control Measures and the active Physical Control Measures. Some of the traffic calming devices recommended for improving mobility and safety in the City of Miami areas included roundabouts, traffic circles, extended chokers, full chokers, narrowed lanes, and forced turn islands.

  • The Florida Department of Transportation (FDOT) Transportation Data and Analytics (TDA) Office began the development of a Statewide Non-Motorized Traffic Monitoring Program (NMTMP) in May 2018 with a need to provide bicycle and pedestrian (non-motorized) volume counts, supporting statistics and information to new and existing data customers.
